Has anyone had or know of any experience shipping to Mexico? Is it safe? Or do tons of packages get lost there?

It's been a while, but I've sent a decent amount of items there over the years through eBay. I've only ever had one package get lost and that was to Germany. There are some countries that actually track all the way through with just a standard tracking number and, if I remember correctly, Mexico is one of them.

I'm in the US, though, so your experience may vary (you're from Canada, right?).

I'm moving from the US to Japan in March so I'm getting rid of a lot of my stuff. My weakness to be completion when buying book series and not actually reading them is now your gain! lol. Generally, yes, but depends I guess.
I go to http://thefeecalculator.com/.
That will tell you how much Paypal would charge. So, say I want to sell something for $40, I would ask for $41.50 to cover the Paypal fee. If the buyer pays with Friends/Family, there is no fee, but if they use Goods/Services than there is a fee. There is buyer protection for G/S.

So technically the buyer did not uphold their part of the transaction since the seller did not receive full payment. But on the other hand it's up to the seller to check the transaction before sending the item (as well as stipulating who pays the fees) so I guess there's no recourse there.

I just wonder if it's worth neutral/negative feedback in this case.

Unless the seller specifically asks for a gift payment or for the buyer to pay fees, I would think that it's implied that seller pays them because that's just the way PayPal has always worked.

That is why I always check my paypal transaction first.

Unless you specify buyer pays fees or send as friend and family, it is implied that the seller pays the fees. Just like how you pay any retailer, they dont make you pay the credit card processing fees unless specifically stated.

For international transactions, use ppfeecalc.com. People don't realize that international transactions have higher fees and often undersend payments even if they have good intents.

I think it's the seller's responsibility to ask for the buyer to pay for fees and assist them in calculating them if necessary but I've had buyers blatantly ignore me before and then the transaction gets hit by fees. In that circumstance, I usually either just fulfill my end of the bargain as a courtesy to the buyer and tell them how to calculate fees or wait until the send the rest of the payment (dependent upon how much the fees are).

No. According to the terms of your PayPal account, it is prohibited to ask for the buyer to pay for the fees.

A PayPal account is really not much different than a credit card merchant account. Which means that, as a seller using PayPal, you aren't treated much differently than a store accepting a credit card.

You are expected to advertise prices inclusive of any fees, as those are specifically fees charged to the seller, not the buyer.

Asking a seller to pay fees after-the-fact, or asking as seller to gift you money via F/F in order to avoid fees is a violation of the PayPal terms and can get your account terminated if enough buyers complain about it, especially if you move enough volume. Every transaction costs PayPal money, and if it thinks you're fee evading, it'll clamp down.

Every transaction costs PayPal money, and if it thinks you're fee evading, it'll clamp down.
This isn't really a problem because friends and family transactions requires a paypal balance or bank transfer and those are largely free. If you use a credit or debit card, you're charged a transaction fee regardless of whether you used friends and family. For a bank transfer or using a debit card, you can ALREADY send payments for free a billion different ways (Google Wallet, Venmo, Cash (by Square), Facebook, etc).
You are expected to advertise prices inclusive of any fees, as those are specifically fees charged to the seller, not the buyer.
In reality, there is no such thing as a fee specifically charged to a seller. If you are a seller and you want $X for a product, but you now have to pay fee $Y, you don't get paid $X-Y. You just charge the buyer $X+Y.

In reality, there is no such thing as a fee specifically charged to a seller. If you are a seller and you want $X for a product, but you now have to pay fee $Y, you don't get paid $X-Y. You just charge the buyer $X+Y.

That was more or less my point. The simplest way to avoid the issue is for sellers to just offer an all-in price and then don't worry about it. Cost is $X (which includes what you want for the product and the fees you have to pay to your payment processors) and buyer can pay the stated price.
