It make sense. It's episodic so it desn't really matter what order you watch the episodes in any order, but I'd suggest starting with the first episode. :)

I actually don't like the Major (anime/movie version I hear she's different in the manga and I haven't read it), she's too damn perfect and always wins flawlessly. I want to see her fail and struggle, get frustrated, lose her shit every once in a while like Batou.

Season 2 of SAC has plenty of her losing her shit,
the memory shop episode is my favorite episode of any anime. ever.
