That's an expert on electromagnetic devices, and the weapon he talks about is essentially a huge directed microwave.

I would assume this is less a targeted effect, and more something accidental, even if the Russians have their hand in it. A proper investigation, measuring for sonic activity would be interesting.

Nope to both. There is no recorded observation that literal deafening of several people through hysteria has happened. Things like actually feeling sick and coming down with symptoms like dizziness, fainting and vomiting because of hysteria does happen.
