They couldn't wait till E3? Heck, this announcement was timed on a damn forum and came out of nowhere. My faith in Ratchet & Clank just keeps fading with the little attention Sony gives it with each new release. The lack of supervision is probably why we got so many mediocre or "experimental" titles since 2009.
You obviously have no clue when it comes to PR so I'll be blunt. You have to make an announcement first to let people know something exists, or that you have a IP/product that's gearing up for release within 6-12 month period. It helps with Pre-order's, help's out retailers, and help's get buzz out.
Ratchet and Clank has been announced before hand, but been media silent mostly. So a trailer showing some actual gameplay footage, and a dedicated video with gameplay, let's people decide if the game is something they would be into. It also clears up having to show the PR trailer, that is just that a trailer. Now if they want to do a stage demo for multiplayer or a bigger section of the game showing different and new gameplay they can.
Doom 4 now can show off actual play-through if they want, same with Fallout 4, Mirrors Edge.
It's all building awareness for the product. You don't ever not at least announce a game then automatically show gameplay for it at a trade show. There'a always an announcement, then comes a trade-show where they actually show off the game. It's done in steps. You don't just show the announcement trailer, then 15 minutes of live gameplay, followed by advertisement for collectors edition or whatever.
No you announce the game, witha teaser or place holder. The have an official trailer that gives more exposition, then a lengthy live, or recorded gameplay video.
