At least they're talking to us about it now. Before, they were on COMPLETE media blackout about DQ in the West, including absolute stonewalling anyone asking them about it.
They're going to bring it over. SE just isn't ready to say anything yet.

I find it extremely annoying that they're willing to consider a version of the game for an unannounced system but as far as a localisation goes they basically scare fans away with their "no concrete plans" bullshit.
I'm sorry but that's bad PR to me. It gives their western fans and potential customers no confidence. No reason to look forward to the game. Why scare people away?
Guys, since square enix already announced a Nier sequel and shown a new trailer of star ocean in E3, it means both of these 2 jrpgs will be released in US. And if they can spend money translating a Nier sequel for US, then bringing DQ11 ps4 to US really seems a no brainer....

There's nothing wrong with saying the game is getting localized a day after it was announced, why make fans anxious about it by saying there are no plans?

Honestly the days of making an announcement in Japan and ignoring the rest of the world during said announcement should be long gone. This is the internet age, if you do something like announce a sequel to a popular gaming franchise you really should be considering the global audience for that announcement. I don't see a downside to letting the rest of the world be excited for the game rather then anxious about it.

Honestly though I'm expecting the game to be released Dec, 2016, or maybe like Apr 2017. If they work on localization after that I won't be surprised if Western version comes at like 2018..

There's always a likelihood that depending on how well Heroes does, Square will then decide if DQXI will be localised in-house, or they'll just throw it over to Nintendo/Sony and tell them to pay the localisation fees if they want a western release.
They probably aren't, Heroes probably has the larger audience anyway. As the West seems to be really into action-y games over menu-driven games recently.I hope they're not measuring potential DQXI sales in the west with DQH sales because they're completely different games.

Let's put it this way, do you really think Square Enix would be making an expensive looking RPG in UE4 for PS4 if their intention was to only sell it in Japan, where the PS4 isn't doing so hot? I've said it a few times already, but I think part of the reason a PS4 version even exists is because of the potential to sell it overseas.

While I agree that they'll make Western version, the conference wasn't for Westerners obviously. If they intend to make conference for worldwide then they'll make it so I guess.
(And making conference "global" is very expensive, in Japan of course).
Ultimately you may be able to import for PS4 version, but it may not be a good idea to do so for playing RPG.
