Yes, they do. No PC game today is built for a 2080 Ti. They are built for the mainstream cards and then the additional performance is used to make them look better. It's a brute force approach. A console game built for 12 TF will crush any PC game that can use a 12 TF GPU but is built for 6. The 12 TF are the baseline for Xbox next gen. The 13.5 TF of a 2080 Ti are the maximum of PC gaming (aside from the $2.400 Titan RTX). It's going to be a huge leap forward and anybody who thinks what a 2080 Ti can deliver today will be more than what a XSX can deliver in a year will be proven wrong.
Haha what? Define "crush"? A game running on a PC with a 2080TI will perform better than the same game running on a Xbox. Anyone with a 2080TI or similar card will benefit from this "huge leap forward" without having to buy anything.
I don't know what the next gen of console games is going to look like because they haven't arrived yet, but my guess is, early on at least, they actually will look and run like current gen games with higher settings. That's how it has gone for the past two console transitions at least. Anyone who thinks that the Xbox will arrive with all these mind blowing games that melt the eyes off everyone and make PC gamers beg for forgiveness is setting themselves up for disappointment. It's not going to happen.
