Vita is powerful, even now when developers are not fully using every piece of the system. Here is fully open world and fully featured Assassins Creed game on it! Madness!

The Phantom Pain looked better, but then again it was set in a closed enviroment and was using Kojima's superior art direction.

Also, this looked crazy good, but still very much Ps360 realm. Vita lol, but PS360 definitely.
Lighting is amazing, shaders and characters models are impressive, but models themselves are rather low poly, textures and shadow resolution are nothing special and so on.
Exactly like ground zeroes trailer, it's clearly running on the same engine (it's probably the same game too ).
Btw everything looked cutscene material, not sure any of that was ingame.

Unfair comparison, TLOU is made by a team with great experience making the most out of PS3, TLOU screens showed several environments, the phantom pain is mostly in one area.
