She's an unicorn. MLP unicorns can use telekinesis/magic in general. The artist surely had his MLP knowledge on point.

Oh my goodness, that is so wonderful! I loved how D.Va felt like (to me at least) such an homage to Evangelion and this art is just perfect.
Everything about this is cool besides her expression. It doesn't say anything about the scenario that she is in or how she is feeling whatsoever.
