Edit: So it looks like in the UK, Game had exclusive rights to sell it thus every other seller will mark it up as its second hand. Also apparently it was 39.99 GBP at launch. 2 GBP off? BOMBA

They were probably pre-ordered by would-be scalpers and then later returned when they failed to find buyers willing to pay over MSRP for them.
