In some cases the 'help' might be limited to reducing power consumption on the CPU... in terms of game pipeline performance, you're overall as fast as your slowest component. In cases where you are GPU bound, speeding CPU work may not net you anything except a cooler CPU maybe
If you see a game cutting resolution to meet a framerate on XB1, for example, that's an indicator the game is GPU bound rather than CPU bound. Cutting CPU work in those cases (or making it faster) won't win you a higher framerate. Conversely if your frametime is bound by CPU work, obviously cutting CPU work or speeding it up with be helpful to framerate. So it does, from a game perf point of view, depend a fair bit on what you do.
