Edit - I found PS4 version of The Witcher 3 sold over 200k in Germany for example.... that and UK give us already 300k... so something is really off.

It's definitely an Error or there is a reason that it is not shown, but saleswise probably both the UK and Germany would have made the list independently.

The Witcher 3 got a lot of deals/pricecut (it reached $30 in May) and could have a low revenue compared with others full priced games.

Basically Packaged units sold at retail.
You can bet your ass that at least Witcher 3 would be in the top 20 then.
