It's a deal by Japanese standards because the retail game only is like almost $90 USD before taxes.

Japan doesn't have fixed game pricing like the US, so companies like Squeenix or Capcom can charge for absurd amounts.

If I saw right the price for this Special Edition is the same as Pro in Japan. So it's really a waste of money IMO.

You saw wrong. This FF Special edition is 39,980 yen and standard Pro is 44,980 yen.
