How do teams with proven failure rates like Other Ocean and High Voltage keep getting work?

To be fair, Other Ocean did clean up the SF4 port right quick after its botched launch. Many would even call it the definitive way to experience the game even now.

I can choose 120hz, but the game still runs at a maximum of 60fps.

Correct, that's not a frame rate cap. Some other games do that as well. You'll just get the benefits of higher refresh rates like less input lag with v-sync on or less tearing with v-sync off.
