Yup! You download the PC installer from their website and then you install the game through that.

Btw, check the replies of the tweet I put in the OP. So many there asking for a console version.
Edit: Here's some more recent information about the PS5 port.
Wuthering Waves developer confirms console plans, but don't expect to be playing on PS5 or PS4 any time soon
Wuthering Waves developer Kuro tells us at GDC that there is a plan for a console release, but it sounds like it will arrive much later down the line.

I thought this was releasing same time on consoles, they even allowed beta sign ups for consoles. Well, it’s off my radar now.

This one is due to Tencent, undoubtedly. Tencent threw a lot of money at both Epic and this developer, Kuro Games.
I don't give epic exclusive games a second look.
