The Vita has been a niche platform in the West for a long time now. Dead? No, but very much looked over. What keeps it going at this point are indie releases, which have slowed down a bit, and Japanese games with niche appeal outside Japan. It has a dedicated install base that still have strong interest in what is localized and what is produced in Japan.
