Erm, I really don't know about that. Entertainment Weekly is just a magazine (with an online version) so they don't have streams or anything like that. They may have a recap video later, but certainly nothing live.

Variety says "The awards show can be watched online via live stream on Emmys.com, Fox.com and Yahoo.com." so you might be able to access those sites internationally via a vpn.

The upside is the more diverse voting pool. The downside is that the only requirement for voting is saying that you watched everything in the category, you don't actually have to watch them. There were already a few winners in last week's awards that were obviously based on reputation rather than what the actual nomination was for.
