What's the end goal... what hardware is this going to run on?
How is this different from existing emulators?

A core is a recreation of the workings of the original hardware on the FPGA.
Its a different approach compared to emulation but results are practically the same.

highly doubtful. I doubt there is much of a market for a "console" with three true games; three variants of SF III, two Jojo games and Red Earth

It's hardware emulation, as opposed to software emulation. it's still emulation.
