True, it is a worldwide thing. Mobile has a bigger growth, more users and generate more revenue than console and PC around the world, but specially in Asia where the difference is bigger. Yes I'd agree with that. I think there's a lot of potential growth for dedicated gaming devices in places like China and Korea. People don’t understand that even big publishers are kind of “leaving” japan for the most part. Almost every major japanese game has sold more in the west this year than in japan itself. Even games like Yakuza and Tales of… did bigger numbers across seas.
Thats why Capcom and Sega keep talking about global expansion and releasing on pc. Square enix is also shifting their game design to appeal more to westerners, all the biggest companies there are feeling the pressure to move out of japan. Square enix did mo-cap with english voice acting for FF16 before japanese, Forspoken, FF16, and even the next Dragon Quest are becoming more western influenced. It’s what they have to do to survive.
Japan is not gonna be a viable place of concentration for game devs for anything outside of mobile gaming by the end of this generation. It’s not wonder sony themselves are shifting a lot of focus to other asian territories like China and Korea. They will focus on making up for lost sales in japan by expanding to new regions. Thats what all japanese publishers will do not named nintendo.

Yeah, of course Sony wants to sell as much as possible but they're not too concerned about FF7R (PS5) only selling 20k in Japan, when the majority of sales came from elsewhere.Sony will want to sell as much as they can in every country. So they won't be happy with their sales in Japan, but they won't be overly concerned either since the platform will be successful elsewhere (eventually when the chip shortage is solved).

China, USA and Japan combined make 105B of the ~180B of the current worldwide total gaming revenue (mobile+console+PC), Taiwan is a tiny market. Consider it isn't a top 10 country, and that the 10th generates less than a 2% of the global market.

And in exchange they get the info for these markets of all the other publishers. Most big publishers are in, with I think only Nintendo and a few more important ones mising, but they were working on it, in the same way they were working on getting info from more countries. As I remember they provide top 1000 ranking for each country and platform (counting as platform let's say PSN or Xbox physical).
As usual in this kind of things, fees are pretty expensive, but for indies/devs who just started of have a very low revenue their fee is very low for the first (and second as I remember) year.
