Probably around 3-4 days before launch they will allow the full game to be downloaded. Ive noticed it with other games before. I have never had a issue launching a game at 12:01...unless we are talking MCC

Minimum 68 GB available hard drive storage space required as of September 2017. Storage requirements subject to increase. Also, the PC beta is a 16GB download. It was about 12-13GB on console.
