It's kinda odd how they update the average framerate continually (as if it's the current framerate - to seem smoother) but only do 1 update per second for the actual framerate.

I don't understand, you need one second to elapse to calculate the frames per second. The distance between the vertical bars below show each frame's time, which is why they are shown constantly...

Can't tell you how much better it is now as I'm playing on PC but I'd imagine it's quite decent and less stuttery if it's like what happens to me when I try going for a higher framerate (if it can't keep up with a framerate I set it to in RTSS, it's a shitstorm and can drop lower than if you were to lock it), might be different though but doesn't look like it.
There is no such thing as locked, you can only cap the max fps. There is no easy control over lower fps, especially in an open world game.

Time for dynamic resolution and actually being dynamic (not the falsely named DSR from nvidia). No clue if that's practical for open world games...although I can spare the vram.
yeah some people actually claim the 1.03 patch on ps4 also nerfed the visuals as well. but i haven't seen any comparisons to confirm this. i wouldn't be surprised though if they made some concessions that they think the average player might not be able to eyeball.

What's making me want to wait more than anything is the XP bug. That matters much more to me than the frame rate inconsistency.

No patch gets released without Microsoft's approval, which includes certification and QA testing and should include stuff like knowing it contains a known game-breaking bug
I've seen a few people claim the npc count was dropped even further in some spots in the ps4 version. I haven't seen any other claims of downgrades but if they're necessary to get a framerate like this nee Xbox patch irather they go with a dynamic resolution.

That is not a lock. There is no such thing as frame lock as described in this thread. That is just a capture session in which every frame is under the 33 millisecond mark (which is then adjusted to 33ms when waiting for the second sync interval, hence why you always see 33ms). It only means the game is well optimized (and I must add, cheap to run).
Comparing Witcher 3 with Forza is like comparing apples to oranges anyway. Witcher 3 is immensely more complex in every technical aspect (except perhaps rendering).

ps4 loading is pretty bad in some instances too. think they might be longer than bloodborne pre-patch. like a minute or longer sometimes :\

Horizon 2 is locked, capped would imply it falls under the cap(it doesn't).

Yeah definitely not a lock. The swamps seem to be really demanding. I hope gamersyde shows the swamp gameplay prior to the 1.03 patch. Would be very curious to see what the performance was like before because it's not good now, to see if this is actually an improvement.I'll echo the "cap" sentiments people are making in here. Having spent tons of time in Horizon 2 Online I can tell you I have, and the framerate is flawless. The game is intelligent enough to know its limits, and if you have an abnormal amount of cars on screen it just gets more aggressive with LOD drops to make up for it. You can only force it to drop frames in photomode with multiple cars because it doesn't scale back to lower LOD models.Has someone captured endless Forza Horizon 2 footage and gathered all the online cars into one place and kicked up dirt? Have they captured the near infinite variations in cars, locations and weather and analysed the frame rate? No, you have only seen 3 minutes from DF and thus declared "locked"?
