Tetsuya Nomura was one of the monster designers of Final Fantasy V. So most likely him.

I think we can also assume that E3 2015 will feature XV in a big way too, considering the demo will have been out and all.

Nomura said otherwise though. She's just a midboss. Unless things have change, he also talked about how some of the more regular FF classes like Dragoon are more common place in other nations and this is one of those unnamed bosses from the enemy nation.
