Figured out the problem I was having and probably quite a few people are having. Do not connect your PS4 to your youtube sub account, it wont work, it has to be your main gmail account.
Finally was able to upload video from PS4 to youtube.

Tried this and I can see everything at step 2 but when I try to login at step 3 it won't let me. Says I have the wrong password, yet I'm assuming it's meant to be the same password as my google account.

You have to create a separate password for the @pages.plusgoogle.com acc at step 2 it's in the settings.

i can link my account but any time i try to share a video or upload to youtube I go to uploads and it says cannot upload and has an exclamation mark, help?

If you are able to log in fine with your sub-account/channel, but you can't upload, you need to make sure you are logged in directly as that channel on the web, then go to https://security.google.com/settings/security/permissions?pli=1 and revoke access. It is a completely different set of permissions than the main account. After that, re-login to the PS4 with the same credentials for that specific channel.
Mine still showed "PS4" from October 28th, even though I had revoked access on my main account. Once I revoked for the channel and then re-signed in on the PS4, uploads worked perfectly!

It looks like Google did a mass wipe of PSN/PS4 permissions, so they've probably fixed it now. You will just have to re-log into it once more.
