Nationwide gay marriage was enacted by a Supreme Court decision, so it's case law, not law that passes through congress and the president. So technically- no, Trump doesn't get a say in it because the Supreme Court already established same sex marriage restrictions are unconstitutional. But the Supreme Court could decide to revisit the issue if another case makes it up there, which is extremely rare but scary when you factor in that he gets his pick of Supreme Court justice and those fuckers serve for life.
