I think putting a worthwhile reward behind getting all Korok seeds would probably make the game worse. It's designed to reward you for exploration allowing you to grow stronger due to more weapon slots but you get all the upgrades at 600. It's not meant for normal players to get to 900.

The only reason I upgraded a few was to shield surf more since it was probably the most fun thing in the game. Having more Bows seemed totally pointless.

You have to deliberately attempt to not find Korok Seeds if you intend to finish the game with less than over a hundred. You have to, like, periodically pour bags of your Korok Seeds into Death Mountain when nobody is looking to keep your count down. But Hestu knows... he knows you're lying...
