Sure, but MS has been way worse at this. They announced all these big games like a new Gears of War, Quantum Break, Fable Legends, Phantom Dust, Scalebound, Crackdown, Halo etc. only to cancel two of them, Quantum Break seeing a pretty big delay from original promises, Halo Collection actually being the big next Halo project prior to Halo 5 and the rest still TBD except GeoW (I'd say Scalebound, much like Sony's Horizon, is an almost guaranteed delay to 2017). Sony understandably announced some games a bit early because big game announcements do generate some hype (which is pretty important early on when there aren't a ton of games released or near release), but they didn't announce games that had hardly entered development yet, nor have they canceled any already-announced games. They kept Horizon under wraps for several years before its (official) unveiling. Unless I'm forgetting something, the worst they've done (as far as game announcements go) is decide not to keep up the publishing duties with Rime.
