And Barcelona, and Spain in fact, was in alert level 4 out of 5(high) before the terrorist attack happened. So it was not an "easy target" by any means.

The bomb vests worn were fake, as they have been in a number of previous attacks. They want to be sure the police will kill them as this is a martyrs death in their view.
Also there is plenty of muslims in cataluña, I think latest figures puts it a 500k, which is almost double of the next place (Andalucia, about 300k) so you gotta figure out that if you get any extremists, the pool to brainwash them is higher in cataluña.

That's good news in the sense that the less access to explosives they have the better.
What about the explosion earlier this week that is supposed to be related to bomb making? Is that confirmed?

The Catalan police links it to the Barcelona and Cambrils terrorist attacks. According to the neighbours two brothers of North African background had moved in recently to the house that blew up. At the moment still speculation but they would have been preparing gas bombs.
