I'm 48 and the hair on my head is all brown but my beard has white hairs throughout it. It happens.

Assuming a man isn't graying, he can look mid-20's until his late 30's/early 40's if he retains all his hair, as Leto (and Cruise, and any other star who "looks so young" has) and doesn't put on weight. Men age very well if they keep their hair, don't gray, and don't gain weight. Unfortunately, only one of those things are under one's control (unless you dye your hair).
