They could do it in a way, that Japanese players that choose the costume will be automatically grouped with other Japanese people only. They could also update the Western versions with a different costume that will be shown instead, so that we won't even see it, if we are grouped with Japanese peeps who wear it.

There's very likely already error handling for something like this where it'll show a default costume if it's trying to reference an item it can't find. Pretty common programming.
