Which is what makes my hunch about game streaming is probably how this will go down, if at all. Steam Machines were a pretty big failure but this would probably be more like Steam Link which actually was a half-decent piece of hardware that sold relatively well and properly filled the niche. The only reason that the Steam Link didn't take off like a rocket is because it required a dedicated gaming machine to be powered on, connected to the network, and running Steam. Playing games on your PC then streaming them to your living room is a novel goal, but it also left the PCs mostly useless as well as noisy.I honestly believe if it were true (which it isn't) it would still draw zip zero zilch more people there.

We don't know the behind-the-scenes business deals Microsoft may or may not have with Valve though. Valve's cut is 30% which gives them quite a bit of wiggle room to potentially share.This makes no business sense for Microsoft.
Technically it is possible. If you see Windows roadmap, the unification of the system was their goal years ago (I would even say a decade). Xbox One shipped with a very customized version of Windows 8 and later on they released an update that runs Windows 10 core + custom UI + hypervisor.If they did something like this, I expect they would start not with Steam or EGS but with Game Pass on PC. I think they did most of the work on the OS side this gen with Xbox One, it wouldn't even be a stretch.
With Windows Core OS, Microsoft is building a universal base for Windows that can be used across all these different devices. Instead of having to develop a new version of Windows 10 for every new device type that comes along, Microsoft can simply use Windows Core OS to start. They would then pull in features and functions it has already built for it, and create it as an OS for that device type. All that would be created with less overhead and fewer resources used.
Windows Core OS strips Windows down to the bare minimum. It doesn't have legacy Win32 program support, or feature any legacy shell interfaces, and sticks to UWP as a core for the operating system as it's lighter and already universal. From there, Microsoft can build out Windows Core OS with different components and features that it can then apply to devices where necessary.
The shared component idea extends to the UI as well, thanks to a universal shell Microsoft has been building called Composable Shell, also known as CShell for short. CShell is the other half of this universal idea for Windows Core OS, and allows Microsoft to build shell experiences that can be shared across devices, and even bundled up together where it makes sense. For example, any shell-facing feature like an Action Center, Start menu, or taskbar, can then be used across all CShell-powered devices without having to rewrite them to fit on different devices every single time.
Imagine a gaming PC, which, when being used with a mouse and keyboard, uses an actual regular desktop interface with a taskbar and Start menu. When an Xbox controller is connected, however, it boots into a "Game Mode" that enables the same Xbox shell you can find on Xbox consoles, except it's all running on your PC and has all your PC games ready to go. That would be pretty cool. These ideas are all very possible with CShell and Windows Core OS.
It's for sure possible and has been for awhile but it's going to take time.By the way, searching on the internet, here's an article on Windows Central about the Windows Core OS strategy. It adds weight to the rumor and it would explain the origin of it.
So... since it's now confirmed that it's technically possible, the remaining question is: will it happen? I doubt it, but the rumor has some wheight.

That whole 5 dollars a month for PC gamepass is totally worth throwing away your console business and giving gabe all the profits.
