So, I liked your Ruth post Prof. so I did my own mock-up based on "Plant"---note I'm an ARMS newbie to both lore and mechanics, so there might be errors here, but I guess I kind of developed this idea on what I thought would be cool.
Tsar Rose
Tsar Rose is a green-skin humanoid with rose-elements, and a figure skating motif---an "Ice Rose", you could say. Think like rose petals around his ARMS that look like fluffy sleeves. I was thinking he'd be very "bishonen", but kind of like the classic retro look from Rose of Versailles. Pun intended. He'd speak Russian.
Backstory, he started as a small flower that somehow survived in the harshest, coldest area on the continent before being rescued by researchers---it turns out he gained ARMS on his roots as well, which allowed him to absorb heat from a hot spring below. At a research laboratory a strange incident occurred where he slowly began to grow more and more humanoid, eventually becoming mentally indistinguishable from a regular human-being. Being told he was beautiful and special from an early age he became somewhat of a narcissist, and thus turned to becoming a professional figure skater and won many awards before turning to the ARMS Tournament as a way to gain even more fame and popularity. Naturally he became somewhat of a rival to Kid Cobra, both of them competing over who gets the most camera focus.
Rose is very thin, slightly tall though but otherwise the skinniest of the lot, and normally he walks very slowly and methodically---however his Special Ability, Thin Ice, allows him to transform his feet into thin thorns that he can use to skate on. While holding dash he can quickly skate around weaving in and out of the opponents attacks, and can quickly transfer into an attack with minimal lag after coming to a stop. To use this ability, he's the unique character who uses up the Rush Gauge in order to fuel his Special Ability.
He's all about evasion mainly on the ground, he's pretty slow in the air even when dashing as he does a dramatic pose when jumping, and has a weak grab like Ribbon Girl---basically you wanna stay away from the opponent as much as possible and attack from afar and he has low girth.
His other Ability is Rose Thorn, and this activates if he gets close enough to the opponent to physically touch them with his body----they acquire a small thorn which slowly does 1 damage, three thorns max though you need to touch the foe each time, but this can build up. Each thorn would fall off after doing 20 though. Thus a strategy is to play evasive but take a risk to touch the opponent if you can to do some extra damage.
His signature default ARM is the Lance-A-Lot, which is a green lance and part of the new Lance-class of ARMS---these work similar to Shields, the initial hit does light damage and slightly bumps the opponent back, and then a second punch causes the lance to expand and spike forward doing more damage. The Lance-A-Lot is neutral. As Tsar Rose needs to always be on the move to work best, the lighter hit is recommended but the bigger hit can be used if you have an opening.
His second default ARM is the Para-Snow, a Christmas-y reskin of the parasol with an Ice-attribute. Though he shouldn't go on the defensive too often, this can come in use when blocking an unexpected attack!
His final default ARM is the Zapamander, a yellow Slamamander with the stun ability---useful to attack the opponent from an opening and quickly move in to plant a Rose Thorn.
His stage would be a cathedral with an Ice Rink inside, the ice rink is shaped like a rose and there's plenty of regular floor around it to move around---characters slip on the ice offering up a whole new element of strategy as you could use this to your advantage by sliding as you toss a punch, or sliding into a shield. Of course his ARMS-themed remix would be a ballet-style rendition bringing to mind Tchaikovsky's Nutcracker Suite.
