What you should do is call the cops and offer to give the security feed.

I'm not sure what calling Child Protective Services outright would do, so I suggest calling a non-emergency line if they still aren't there and letting them know after they identify the couple and make the call on what to do based on the cops suggestions.

Honestly, I would, but it'd be a waste of their times and resources. This could be ANYBODY. I kind of have footage of them in the light but nothing truly identifying, but night vision TOTALLY fucks up what a person looks like (pigment of skin, everything is totally off).

It'd be a wild goose chase, these people could be anywhere. There are a lot of transients in this area coming and going. I don't know if these two were homeless or out on some hillbilly stroll or what...

That's true, but if they might be nearby it is worth just a small call. Non-emergency calls aren't a waste of resources as they are low prioritized.
