Strange Silent Hill Related Teasing??

So I've been following this a bit more tonight for some reason. ingsoc.org wound up linking to this youtube when you click the text: https://www.youtube.com/watch?v=4XoceYrw1c4
A redditor reversed the audio: https://www.youtube.com/watch?v=9sYFMeof5Ns I included the transcription below.
I found out the other videos the account posted also have backwards vocals and I reversed them. In the first video posted the voice announcing the numbers sounds like the voice actor from PT (some of these videos have EXTREMELY loud sounds so be careful when clicking the link):

Prior to the number stations the site linked to this youtube video about Multiple Personality Disorder, the whole channel is just documentaries about torture and stuff. All uploaded in the last day. (as of approx. 6am EST Sept 12 this youtube channel has been closed.)

Yeah the website source changed again but I never saw any other outward links besides the original video link and the rainforest sounds. Even now, it isn't there.

edit: think about it, if you were hoaxing this or making an indie game it would be pretty easy to get the same voice actor from P.T to read out some numbers so you can post it to youtube a week before this whole ordeal.

I'm not sure if anyone knows who he even is. Seems some people think it was Gregg Berger (Grimlock from Transformers) but I can't find any proof anywhere. Would be hard to hire him if you don't even know who to track down.

I was ready to give up but that sounds exactly like his voice on the first video, almost perfect.

Also does anyone recognize the interval signal song at the beginning of the broadcasts? You can best hear it in the reversed Nevada Numbers Station #8 video. I'm wondering if knowing the name might help find the cipher or keyword in someway for the numbers.

That's the same voice actor from PT...This whole thing is a mess but kojima did say he would try a lot harder to make things more complicated as we solved PT too quickly.
It's a dude whose voice is so heavily modulated that to say he's the same voice actor is, at best, grasping at straws. People are giving Kojima way too much credit. Again, have fun with it, but don't expect this to actually be anything. Take it for what it is: an elaborate ARG that probably has absolutely nothing to do with P.T., Kojima, or Silent Hills. I hate to be the wet blanket, but it sucks seeing so many people who are going to wind up disappointed when this goes nowhere.

Pretty much at this point. It was fun for awhile and definitely grabbed my attention but in the end it's gonna be nothing. I looked into it further but played like a fiddle in the end. Putting up that guys photo killed it and now it just links to a petition so yeah it's done.
I really hope Kojima makes something like this and while it can't be Silent Hills there is no reason why he can't take something like P.T and make it happen in a different way,

It's way too much of a coincidence, they could have linked to any video on youtube but they chose a specific one which happens to have that hidden code in the video.

If you're talking about related to MGS the only thing is The Boss was involved in atomic testing in Nevada where she met Big Boss. Silent Hills/P.T I have no idea, not followed them games really.

What message? There was never such a message on ingsoc.org.
Pointless, if anything it would be on the site itself. There has been nothing outside of the site that hasn't been made-up after Ingsoc itself posted something. The email requests, The Boss quote, the SH-like photos, etc., all has been done on ingsoc and never came up somewhere else before. People just try to be cryptic but no one can show anything ahead of time that would then give them credence in an update from the site itself.
