Sony are not completely funding SFV afaik, and Capcom are themselves a publisher. Kojipro 2.0 would be a completely different scenario.
I don't think Reedus is necessary but the other two are a must have.
Rapture is coming to Steam? Source for the confirmation?

I'm pretty sure it'd be more likely he'd sign with General Mills' attempt to enter the video game industry.
The Nikkei article doesn't tell the whole story I feel, as it doesn't state who is going to be the publisher for Kojima's new studio, it just says Kojima is negotiating with Sony on whether it will go to Sony's platforms first or not. But big games don't pay for themselves. If negotiating for platforms is already under way then the publisher must already be known.
