Pretty sure that Billy and Mandy comic was also just like the powerpuff girls one, only with all of the 'edgy' characters he liked. So shit like Jack skellington, Spawn, etc...

Mandy wanted Grim to kill her and collect her soul, but he refused to do so because they were friends. Earlier, she attempted suicide, but as it turned out, Grim was keeping her immortal. Mandy ends up releasing Grim so he would be free, while she spent her immortality doing stuff like what you just saw. Also, Billy died and became a ghost.
