It has it available local with friends I wonder if you can do it at anytime online with friends, otherwise yea it sucks that you have to play it when ever they want you to play it and not when you want to play it.

Its a hub. In splaoon 1 those are npc recreated from players you met online. You can even talk to them to check their gear and name.
