Someone's made a Facebook page all the way back in 2011 to get Balloon Fighter into Smash, and it's on 2k likes!

Free Balloon Fight Stage on Wii U would be sufficient. I think Iwata would rather players vote for the character they want most (which is why the ballot was created in the first place) instead of this. He was a pretty humble dude anyway.

I believe that is what he wants too. If Sakurai could make Balloon Fighter a DLC character in tribute for Iwata, that'll be wonderful.
