RT wise u just have to play game on console settings, but to add gasoline to the fire, 4070ti has only 192bit bus width, that combined with only 12gigs of vram is warranty of big performance degradation in 4k max/close to max settings on many new games, those gamers very often can be "lazy console ports" so u wanna have enough oomph to bruteforce it.
Like i mentioned i bought 3080ti (very close performance in 4k, around 5% worse maybe, and same vram) and i can tell u older/less demanding games run smoothly 4k max, at stable 60 but looking at those games whos base are current gen consoles, requirements(cpu, ram, vram, gpu oomph) are getting bigger every month, i got 4k monitor too and want/need/would like to keep it smooth and stable 60 for a whie, but i can already feel it, come next gen gpu family, so 5k series(maybe competition from amd if value is there, and vram+ very likely much improved rt perf) i will be changing my 3080ti for sure, dunno if in a year or two but it will have to happen .
Im not buying 4090 right now only coz i would need new psu too(got 750W goldrated) and very likely more cooling/new case too, so price for 4090 would actually be close to 2,5k really so im waiting for next gpu gen to simply save enough hard cash for whole new build.
