Probably, yes. Locking it at 30 will most certainly give the PS4 version more room to work with before dropping below 30. A likely scenario is that the PS4 could run unlocked in the 40-50's, while the XB1 in the 30-40's. The XB1 has less room to work with, and will probably be more likely to drop below 30 (if either one were to drop below 30).
Developers tend to prefer a locked 30 because you don't get any jumps in framerate (from 50 to say 30), and because 30 works well with most display refresh rates.
Another scenario is that the PS4 might have slightly better effects, or something like that, and in this situation the two versions might be running at similar framerates.
Either way, I think owners of both consoles should be happy.
