PC and PS4 only for now. But out of all the PS4 exclusives from SE I'd imagine Nier is probably the most likely to have a chance of coming to Xbox.

I think Steam is day 1 if they announce it this early.

Tales from my ass but I think Steam release was always going to happen later on like with many SE titles these days but they decided to do it day 1 with PS4 rather than wait. I doubt Nier is the kind of game many would have double dipped.
