UK codes work only on UK eshop. At list on Wii U. But on Wii U you can set another NNID based in UK.

I bought my Wii U from amazon.fr. I live in Austria, I set up my NNID on UK eshop, but I have an additional one for DE eshop. Download codes bought from UK work for sure with an UK NNID, I usually buy the first party games from game.co.uk.

Yes, the 3DS version has PS1 graphic, long loading time and just isn't fun to play.

Just get the Wii U version, it's miles better.
