His use of the word 'welcome' in that last tweet sounds a lot like he wouldn't actively pursue helping the development of the game but he wouldn't say no to it either if it were being made.

He also says "There is no winning in answering Shenmue question." That definitely means the answer is that they have no intention to fund it without him having to explicitly say it.
