It seems like you can get whichever version you want if you're a reviewer. Someone posted earlier that Giant Bomb has the PS4 version.
People said that about TW3 too. Would rather they try to fix it, and if all else fails put an option in for those that want it. Forcing that would just make me mad personally.
I don't see why this is an issue. Most people don't even notice if the framerate in a game is 60, 30 or 20. It's just another reason to complain. Internet hate culture is really starting to annoy me. Do you know how big Fallout 4 is? You can enter a ton of houses. No loading screens. I'm not surprised the framerate dips a little under 30 on consoles. This game is even bigger than Skyrim. At least give it a chance.
This obsession with framerate in a game is getting out of hand. You have developers like Miyazaki openly stating they don't give a fuck about frames per second, but people still complain. Remember Blighttown? The framerate changed that entire area. It added to the challenge. It was a clever way to manipulate the technology and use it to change the rules. But do you think people appreciated it? Naw, they'd rather complain. On PC, people even went as far as casualizing that entire area by making it run at 60 frames per second.
Honestly, people don't really care about the framerate. If it was 60, they'd find another reason to complain. I bet most of you won't even play it on PS4, so why complain? Just play it on pc and install one of those japanese waifu mods and change all the enemies into pikachus or something. jesus christ...

The point is that these two things are not mutually exclusive. You can love a game and still want it to have an appropriate level of technical quality at the same time. In fact, you should want that even more because you love the game. And you won't get that without a little bit of public outcry.
Unity didn't have drops though. It ran in the low 20s consistently.
From what I see here it doesn't look so bad. The scope one is terrible but it may be an isolated incident due to the campfire in the field of view.

No one is "pretending" to do anything. Some people just aren't as flagrantly offended as others are over a loss of frames. I watched the video in the OP and nothing struck me as "horrible," but rather as how I expected Fallout 4 to run on a PlayStation 4.

There's tons of bugs that are considered game breaking without resulting in crashes or visual artifacts.
That said, my post was using a non-standard definition to imply that I wouldn't be caught dead continuing to play a game if the framerate degraded so poorly during aiming. Real-time sniping is my combat mode of choice in fallout and seeing the framerate crapout so consistently is definitely something that would ruin the game for me.
Edit: I see that zenimax has taken down the video with a DMCA copyright strike. For those that didn't see it, the player is using a sniper laser rifle and whenever they zoom in the framerate drops down to ~10~15 fps. Consistently. It visibly messes with the player's ability to aim.

The game could be running at 10k/400fps and they would still have taken it down. Game is still under NDA.
