Well in the UK is serves no real purpose to be 18 since the age of consent it 16. However it's strictly in line with the US Age of Consent. Makes sense in that case.

I think these porn restrictions, and child pornography laws in general, are based on the age of majority, not the age of consent, which is under 18 in only ten countries or so. Most of which have heavily restricted internet anyway.

Obviously there's no way to enforce this, but a part of me thinks it would be best if no one could watch porn, until they'd had sex themselves, enough times to understand the sex depicted in porn isn't typical. The OP specifically said he wasn't arguing for kids or young teenagers to watch porn. He's talking about 15 or 16.
