It's a question of what are we trying to measure here. By measuring "loading times" are we trying to benchmark the hardware or the user experience? If it's the hardware, we should absolutely measure the load times on a like-for-like basis. Eg say when outlets benchmark and review a new SSD, they would run them on exact same system (apart from the SSD ofc) and the exact same software. On PC we can usually mod out loading videos, but that's not part of the evaluation. Outlets won't test load times with one SSD normally and the other with loading videos modded out.What’s wrong with the logo skips?
On the other hand, are we testing user experience here? If that's the case, then all the system tricks and shortcuts that can be applied are fair game. So, PS5 logo skip feature or XSX quick resume can both be included. Both are features that are part of the normal experience in my view.
