I wouldn't call it an expansion pack per se, for me it felt like the perfect culmination of everything they were building up throughout Unleashed and Colors. In fact I wish they would've released some real DLC levels (Casino zone doesn't count) for Generations because the game is already as good at it's gonna get; I have trouble imagining the current style of Sonic game getting any better, and I certainly don't want it to get any worse.
Personally, I don't mind the games being short, but I also wouldn't mind them throwing in extra characters with slightly different playstyles to break up the main Sonic levels and extend the length of the game. I just don't want them to go back to putting in tons of mandatory side missions in an attempt to extend the game length, those things are boring and unnecessary 9 times out of 10.

I agree. Generations felt like an expansion pack sequel (a superior one to its predecessor mind) in many aspects and I'm not sure what else they can do to make the Unleashed game play more fun. I liked the idea of Lost World "toning down" the overbearingly fast game play of Generations/Unleashed because maybe they'd have more development time to just make the game bigger, more varied and have more intricacies to it's game play. I had fun with the boost games but considering the crazy amount of manpower Sega has to put in to make those stages big enough and the game is still just 4 hours long or so, it feels like a fleeting experience.
