According to a customer rep I just spoke with, Amazon Germany had by far the largest Playstation VR allotment of Europe (taking into account that the German division is responsible for Germany, Austria and Switzerland), and they actually sold out in 25 seconds. Amazon was apparently surprised by the very high demand in the German-speaking market. Especially Austrian customers bought a lot. (Of course they didn't tell me any numbers).
Edit:
Seems the entire UK got only 12,000 units for October by Sony, similar situation for other countries.
Extrapolated to the entire EU this would mean merely 100,000 units for October, which doesn't sound like much.
Amazon already spoke with Sony and they will get a second allotment (no specific date was given; if you are on the notification list, you will receive an email beforehand).
So if you are in Germany and would like to preorder at Amazon, you will get a second chance.
Edit 2:
It's back on sale, but no expected delivery date is given. Probably on a first come first served basis like in the UK.

Edit 3:
And it's gone again.
Edit 4:
Back on sale, different link (the one from last Friday has been deleted)
