I always wondered what was going on with the city of Thor in Tales of Phantasia:
You enter from above into what seems to be an long-abandoned ancient ruin, but then from inside you can see what looks like a lively, vibrant city full of life... which you don't actually visit. What was the deal here?

Mirror's Edge has level like this but I can't post it since it's not 16-bit.Son, let me tell you: if you set a level on a city rooftop at night, I will love that game to death.

It's kind of small but I've always dug Casino Night's glitzy city backdrop.
Actually while i'm on the series, Stardust Speedway has a similar sort of background, well except a lot messier looking.
