The timing is not always the same, seemingly. And there's times where they don't say it.

It's one of the guys on the mic. You can tell because it happens before the players hit L + R to start the match.

It's the in game voice. I can recognize a programmer awkwardly saying it lol.
Listen for it during the next game. After the Select Arms portion, you'll hear the game say really quickly in a semi-synthesized voice "Take up" and then the voice says a lot louder "ARMS" when Arms flashes on the screen at the start of the fight.
Yeah it's the commentator, and the dev who helps him commentate also joins him to say "ARMS!".

After both players confirm their arms and the menu fades away, an ingame voice says in electronic speak "Take Up". Because of engrish though it can sound like "ketchup" followed by the in game voice saying "ARMS" when the game actually starts.
The guys on the mic say the line to signify to the players "go ahead and ready up". The ingame stuff that I'm talking about happens after they say it.
Edit: Specifically, it's the little yellow announcer guy that's manning the ARMS twitter with a fist sticking out of his head, using the Japanese voice.
Deleted the links cause they were similar and my ears just suck, but I'm almost certain it's the commentator saying it.
I think there was just a game he didn't even get to say it cause the girls chose their arms so fast.

Like how could anyone possibly think I would think a guy on the mic who has been talking non-stop is the in-game voice?
