Pretty sure that's one of the commentators and not in game audio?
The timing is not always the same, seemingly. And there's times where they don't say it.
I agree it should be in the game though.

It's one of the guys on the mic. You can tell because it happens before the players hit L + R to start the match.

It's the in game voice. I can recognize a programmer awkwardly saying it lol.
Listen for it during the next game. After the Select Arms portion, you'll hear the game say really quickly in a semi-synthesized voice "Take up" and then the voice says a lot louder "ARMS" when Arms flashes on the screen at the start of the fight.

Yeah it's the commentator, and the dev who helps him commentate also joins him to say "ARMS!".

After both players confirm their arms and the menu fades away, an ingame voice says in electronic speak "Take Up". Because of engrish though it can sound like "ketchup" followed by the in game voice saying "ARMS" when the game actually starts.
The guys on the mic say the line to signify to the players "go ahead and ready up". The ingame stuff that I'm talking about happens after they say it.
Edit: Specifically, it's the little yellow announcer guy that's manning the ARMS twitter with a fist sticking out of his head, using the Japanese voice.

Deleted the links cause they were similar and my ears just suck, but I'm almost certain it's the commentator saying it.
I think there was just a game he didn't even get to say it cause the girls chose their arms so fast.

When the word "Ready" appears on the screen, the in game voice says "Take up" ("Ketchup") and then when the word "ARMS" appears on the screen, the in game voice says "ARMS".
Like how could anyone possibly think I would think a guy on the mic who has been talking non-stop is the in-game voice?
That match didn't really do a lot for the "game's deep so you can't just wildly flail" camp, but I'm going to hope that that nonsense gets punished later in the bracket.
With so much revolver-spam I feel like anyone using a Megaton or the Lionhead (or whatever Helix's shield-arm is called) could plow that down pretty easily.

The one yesterday who was also wearing all black and white? That was my first thought as well, but I can't really tell with the mask on hehe.
It actually worked fairly well, she just got a bit outplayed.

Having one beefy fist is good to knock stuff away but I agree, something with some better chase potential would have been handy once the megaton forced a reaction. I think people aren't really tactically thinking through weapon uses and combinations and are just still trying stuff out. The game's still in demo form so I can't exactly blame them for that.

Ah yes, I thought you were saying the commentator wasn't saying it at all.
The in-game commentator has much higher pitched voice and can't hear it that well in the stream, but it definitely says "Take up... ARMS!" in-game too.
