No this was not the case according to #PROGAF. People like me and and others who voiced our opinion were ridiculed by gaf and even developers when we voiced our concerns. Last guardian is a game that doesn't deserve to be in the state it's in period. And to say that to get it running in a acceptable state is to have new hardware. It's bad and is something Sony and Microsoft are going to have to deal with.

Don't blame the Pro. It's PC gaming 101 that better specs give you better performance. Hitting acceptable performance on base hardware is on the devs, not on the hardware. A patch will come and most of these issues will be sorted out.
