Of course Sony didn't pull Neo out of their ass. What I meant was that it almost seems as if someone felt compelled to leak Neo stuff perhaps sooner than planned because Phil said something. It's too much of a coincidence the way that played out.
I sincerely doubt it. Sony needed to brief developers if they were going to change requirements for games launching this September, and did so privately at GDC. They had to reach out and it's a natural place to connect with a large number of your third parties. Unfortunately, it leaked almost immediately. The tone I heard when talking to connected folk at the time was one of resignation.
If the leak was intentional there would have been a follow-up plan. As it is, we're left guessing whether there will be any more information before the fall. Microsoft is doing a credible job of leveraging second mover advantage at the moment but they'll be forced into the opposite role in E3 press conferences.
